Maine woman arrested after webcam child sex assaults seen in Britain

A 30-year-old woman in Maine has been arrested for child sex abuse, and her four children taken into protective custody, after a tip off by British police.

Julie M. Carr, of Mars Hill, was arrested late Friday evening after state police detectives and federal agents from Immigration and Customs Enforcement and the Maine Drug Enforcement Agency carried out a search warrant at her home.

State police Detective John Cote said Immigration and Customs Enforcement agents were contacted by West Midlands Police in the United Kingdom.

Carr was taken was taken into custody after the Child Exploitation Investigation Team at West Midlands Police arrested an 18-year-old Walsall man on Thursday.

The team was alerted by Humberside Police to a man allegedly using the Internet to show a woman committing sexual acts on a young child. The source of the material was traced to the United States.

Carr was subsequently charged with gross sexual assault, while her children — aged between 18-months and five years old — have been taken into protective care.

Officers removed computers and associated hardware from her home.

She has been held at Aroostook County Jail in Houlton where bail was set at $20,000. Her first court appearance was due to take place today.

Detective Chief Inspector Dave McCrone, from the Public Protection Support Unit at West Midlands Police said: “Our officers worked through the night on Thursday and Friday to ensure the identification and safety of these children across the other side of the world.

“Whilst inquiries are ongoing and the investigation continues, I can only comment on the speed and efficiency with which we were able to respond which led to the protection of four children.

“Many people use the internet safely and securely. However, there is a small minority who choose to use it to commit criminality. We work to make people safer, sooner. The very same technology used to commit the crime enables us to work quickly to protect those who may be vulnerable.”
